Why this verdict, not the number
Windsurf Pro sits in the same coding-agent band as Cursor: an IDE surface, Cascade/agent loops, repo context, and unlimited Tab-style edits rather than a chat box over a public API. Matching the Cursor usage assumption keeps the multiple comparable. A markup below 1x means the interesting product is the orchestration and editor work, not a margin on tokens inside the included allowance. Heavy users who buy overages pay elsewhere; this entry does not model overage.
